    How to thin paint: what does "thin by x percent" mean

    I am refinishing some cabinets and the paints suggests thinning 10-30%. What does that mean: water is 10% of the final volume vs water is 10% of the paint volume? Of course at 10% the two are virtually identical, but at 30% it's quite a bit of difference. Many thanks.
