Need help again identifying two more items in the attachments below. I think the rusty device is used for lifting bait barrels or some other items to ships. The other device could be for tightening two cables or ropes.

The members did a great job identifying my tools in the last post. I need help again for the identifying the items in the picture below. My dad and grandpa both were machinists. Can you tell me what these item are and used for? The items on the right are made of brass
I have a Fulton Vice with a star stamp with a stamp model # 21. Can any tell me what year this might have been made and it's worth? Jaws are 4 1/2", opens 7", with swivel.
