The epoxy will bond to the skim coat but ensure that the skim coat is solid and is stuck firm to the concrete floor below it. If not , hack away with a chisel all the loose pieces and then fill. Use a bonding agent with your fill for good adhesion.

I had 2 spots that was looking darker and felt cold. I used a hair drier and after 3 mins the dark spot was gone. After 30mins i went back with the drier to make sure that the spot was gone. The spot is no longer cold to the touch. Will this be dry enough for rustoleum epoxy coating ? Also my...

You will be alright. The acid is just to open the pores of the concrete for the epoxy to grab to . As long as it is rough the acid has done it work.

If you are adding sand to a crack filler always add a bonding agent to the mix with some portland cement for strength.

Will the supplied caulk hold on rustoleum professional garage floor coating? or should i use a 100% silicone? The caulk states to install on bare concrete but i want to epoxy first and then install the garage threshold.
