    New Garage drain

    Just finished my 32x80 with one floor drain. A slight slope around drain but rest is flat. I sealed the concrete with acrylic and squeegee whatever water is not close to the drain. (Prefer the floor to be mostly flat.) Squeegee takes a minute after a wash. Would not get too wrapped up...

    Fiber is over kill for the defined requirements. A Cat 6 or 6E run will easily serve the need. Good to 300 feet and 1GB speed. (Way more than your Internet speed) Direct bury versions are also available.

    Will it be ok to move basement sub panel out to the garage

    I agree with Terry's recommendation though I would increase the size of the pipe. (1" or 1.25") The cost is negligible and it makes it easier to pull the wires.
