Why don't you just turn your vertical tank sideways and weld new feet and top plate onto it?

I'd probably braze some brass into that void and then file shape. If you have the technology. But maybe that's just me and my like of dissimilar metal repairs. I'm no expert just a welder with a couple of brain cells left I think.
