Sir you are correct, there was a disconnect at the meter about 30 feet away, however there was no earth ground.... Does that still make it the main panel.... These pictures are the wires coming into the shop..... I guess this is not the main then.... The disconnect breaker is under the meter...

Sir, this is all I could get today.... I took the out going neutral to the sub and connected it to the grounding lug.... Because everyone told me that if I only had 240 volt circuits then I didn't need a neutral wire.... So now that wire is a ground....However, I still don't have an earth...

I know this might be a dumb question, but if fault current goes back on the neutral, why do we even have a ground wire, and ground rods... Please if you would explain to where I can actually understand this....I would be grateful....

There is no dis connect sir...The wires coming from the main are connected directly to the top of the sub lugs...
