Is there a NEC requirement for maximum number of outlets 120V 20a in a detached garage? I understand the load requirement, but I had thought I had read somewhere where there is a max number of outlets per breaker?

Our local code has a 12 device limit on 20a circuits unless they are on a kitchen circuit which has a 4 device limit. You can use 15a plugs because you are sharing the 20a supply between multiple devices. If there is only 1 device on a circuit, it is required to have a 20a rated device unless you use a 15a breaker.

The NEC doesn't have any limit on the number of receptacles in a residential garage application, but as mentioned some areas may have local codes that supersede it so you have to check that. Also, there's common sense in not putting a zillion of them on a single circuit.

Also as mentioned you can use 15 amp receptacles on 20 amp circuits, as long as there are more than two of them, and a standard duplex receptacle counts as two. Devices that require a 20 amp receptacle are pretty uncommon and most people don't have a need for them.
