16' span w 12 inch header??

Racking my brain here on how to get my 9 foot tall garage door its headroom of 12 inches. The flat slab is poured w no curb. My plan so far is to make my wall 10 feet 6 inches. The LVL my plans call for is a 16 inch. So I thought of a double top and bottom wall plates. (single top over the header) Easy peasy.. I can frame this. BUT, I wonder if there's a better way. Be nice if I could make walls at 10' even. My header and a single top plate couldn't go over 12 inches w a span of 16 feet. Possible?

Put in a concrete block, (CMU) stem wall. One or two courses and build from that.
