On my way home & passing thru an industrial area, I found this on-top of a forklift's forks, and outside the property fence, I assumed the stuff wasn't just being placed there while rearrangement was happening. It wasn't. So, it's free! isn't that "the best price?"
No rust-through, so never stored outdoors. The shelves were all lined with some-sort of heavy-duty multi-ply gasketing material, rubber reinforced with what appears to be cotton fiber. It even had the original lockset removed and stored separately. The back of the cabinet on these is open, but someone was planning to use this hard when new, and had already screwed a sheet of 1/4" plywood to it, which stiffens it up well. It was on wood runners, for the feet, so the metal wasn't in direct-contact with the concrete floor. The top appears to be the laminated plywood/particle-board that Sears originally-sold for this workbench.
So, a Sears Craftsman steel workbench, probably from the late 1970's, all drawers work, and the opposite side has two shelves and a metal pegboard door. Free!
I had a set of three very similar to these that I sold last year, I picked them up at a woodworker's estate sale, and re-sold them, so I know this will be an easy re-sale. They were not in as-good condition, and I sold them to the first person who saw them.
I have a Craftsman 12" 240 V radial arm saw that I bought new, 39 years-ago, it has this same color, style and material for the enclosed cabinet for it I bought at the same time, so I know the age of the unit.
