this is EXACTLY what I see on the "bargain rack" at my local store. The only thing I ever see with a deep discount is the most obscure fitting/bracket/hardware piece imaginable. Almost every item is a minor part of a larger system...unusable.
Or does that show the IQ of their customers? I think Lowe’s does that because somebody buys at those prices.
If it makes you feel any better, I see the same up here in southern New England. Occasionally, something decent will show up, but usually that's because the box is destroyed to the point they can't put it on the shelf at full price, or parts are missing. Even then, the "discount" price isn't remotely deep enough.
Slight tangent, but HF does something similar. They often have tool sets missing at least one piece. The discounts often aren't even as low a percentage of what's missing (e.g. one tool out of a 10-piece set is missing, usually one of the bigger ones, and the discount is less than 10%).
I don't know if this practice reflects the stupidity of shoppers, or the store managers who think so poorly of their customers (although, that may be justified if the stuff sells at the listed prices)....
