I'd start with some penetrating oil (Areokroil or 50%ATF+50%Acetone) to get it freed up and begin the disassembly process.

Wilton 288 is not a model number I am familiar with. Your vise might be a budget low quality Chinese import with a Wilton name on it. Still useable of course.
Best would be media blast, but most of us aren't set up to do that.
First take it apart to see if there are any broken or worn out sections on the main screw or the nut.
Then clean it with Simple Green or something like that, lubricate it and see if it slides nicely. Once you get past that hurdle, think about wire wheeling to remove surface rust and then primer and paint in your choice of colors.
You won't get rich flipping that vise for a profit, but it will make a decent user vise. Just don't think it's an anvil and don't put a cheater pipe on the handle.

Looking at that page it seems to be most like the one just described as: Workshop Vise — 5in., Bench Mount - $159. (Item# 34914).
Hell, I'd buy that for $5 any day. Shouldn't take a lot of effort to get that back into serviceable condition.

Try electrolysis, would give the best results and least amount of elbow grease needed.
