What kind of air saw blade would be best for cutting 7 inch diameter holes in sheet metal?

A plasma cutter used with a circle guide.

Sheet metal ........ in a word, nibbler. Very manageable and easy to use.

Plasma cutter the new buzz word, not real practical for sheet metal. Unless we are talking CNC mass production.

I don't have a plasma cutter or a Nibbler. What kind of blade would be best to use to cut circles 7 inch diameter in 18 to 20 gauge sheet-metal?

The standard ones that come on air saws. You don't want the ones that look like a cut down hacksaw blade as they are too thick to cut the radius you're looking for.

I've done quite a bit of sheet metal work with my air saw. I've had the best luck using Bosch Jigsaw Blades:

+1 on Bosch blades. I'd likely do that with a jig saw, though.
