They are marked snap on, they are us made. I know snap on had a period were some tools weren't marked with US coo. Although I have never heard of that with the wrenches, I've never heard of SO hand tools being made elsewhere, I vaguely remember something about Italy though.
I know the PWZ's are made by Bahco in Argentina. The adjustable wrenches and vice grips are made in Spain. I'm sure other hand tools are foreign made as well. The percentage is much higher when it comes to the power and air tools.

Most all of the Mexico made items I have seen (rats and sockets) were early 80s. Have not seen any show up in the US or Canada, mostly in the UK.
