Neel - to answer your questions. Yes, I did know about the setback laws, which if you look back, you'll see that the permit office initially were mistaken about the 6' setback. But by then I had dismantled the old building and was ready to start fresh. It turns out that where it was would have been fine, but what was done was done.
I initially didn't call the permit office for a couple of reasons. The first being that once a permit is taken out on something like this, this city reassesses our property taxes. This shed will likely add another $500 to our annual bill. I don't know if other jurisdictions are the same, but I find this whole procedure preposterous. The other reason that I didn't put in for a permit is simply because no one in my area does. I live just out of town and plenty of my neighbours have built similar buildings or decks without permits. Most of the people on my street were floored that the city actually came out.
That all being said, I do feel a little foolish because of the whole thing. It was my fault, I should have followed the rules. Now, looking on the bright side, there were a couple things about the previous design that I didn't like - such as the offset door, etc. So, I'm using this opportunity to correct these things.
Regarding the locates - I had those done for the geothermal 2 years ago, and it was all good.

hard to tell in the picture you have, but something you may not be aware of is-don't cut a sheet of plywood/osb to only span between two trusses. It needs to cover at least 3, and this especially true when using 2'o.c. spacing. The reason is that the piece spanning only two trusses will/can sag.
Are you using plywood clips?
Also you need to stagger your plywood end joints by at least 2 framing members, ideally 4'.

However, I had a small mishap yesterday and fell off a ladder. No real damage done, but my right foot is pretty sore.
