And what's even more interesting to me is that I had the same experience on this side of the country last year with a machinist's box that came out of the old Wright Aeronautical plant in Paterson, NJ, including a union handbook and a factory rule book, linked here.

The brass tags are tool chits. They either have an employee number stamped on them, along with a sequential number, or a serial number and sequential number, where the serial number is assigned to a particular employee...The dues stamp for IAM still looks the same today.

 

[Provincial]

The "tool tags" are a Social Security Number. It was issued in Oregon between 1936 and 1950.
