Bottle jack question

I picked up a nice Hein werner bottle jack at a garage sale today,
And it seemed to jack up and release OK, but the whole nut was turning when
you turn the release valve.
So I backed out the nut all the way and put it in a vise, and used some oil and a little heat from a propane torch to try to free it up.
I got it to turn a little bit, but it only turns about a 1/4 of a turn or less.
Should I use more heat, maybe get it cherry red and try to free it up, or do I need to get a new release valve and nut?
Can I still get the valve and nut?
Also, what is the best way to bleed this jack.
I see some links say to remove the fill plug, and open the release valve and pump the handle 10 to 20 times, but other links do not say to remove the fill plug.
also, what is the process to check/fill the fluid level?
Do I use any hydraulic jack oil, or is there different weights?

I'm going to assume this is a older unit that has the outer packing nut surrounding the release. I would stop with the heat as it will definitely cook any seals under that nut. It's possible that ther might be a bur causing the compression to follow the release, could be a issue with the wrong size packing.. Maybe some pictures to see what we are dealing with ? As far as fluid level, if the reservoir has a plug it should be filled till it dribbles out when the Jack is on its base and the ram completely retracted. I would bleed the Jack with the plug removed or backed off at Min, the older Hein werner actually had instructions to keep the plug tight during transport and loosened when in operation. Hydraulic Jack oil is fine, ISO 32 in bulk is roughly the same weight.

Funny, it did not show up in my user CP.
Y'a know, don't look like there is any packing, I will get a picture later.
Looks just like a nut, or more like a brake line fitting, that would be the size of a fitting going into a master cylinder. With a metal rod, or pin, ground to a dull point where it seals it. And threaded of course where it goes through the fitting/nut.
Funny it only turns a 1/4 turn or so.
Maybe I will try soaking it down in some PB plaster??
So, IOW ISO 32, what you would put in the reservoir of a Grader, for example?
I have some of that.
