If the fuel line isn’t a gravity feed to the carb it helps to have the gas tank full to overflowing, put the cap back on then tilt the engine forward to have the carb flooded.

YMMV

If it is the style where the gas tank is bolted directly to the carb, there is a rubber diaphragm between the two that acts as a fuel pump and gasket. That was a common failure point on those units. Flywheel key on vertical shaft push mower engine was another common failure point due to crashing the blade into tree roots and shearing or imprinting the key. It can be surprising how little of an imprint can affect the ignition timing.

I have a pdf of this complete manual. It's around 350 pages of great info. PM me with an email address and I'll send it to you:

Well worth having this manual handy (digital or paper) when working on these older Briggs engines. Really great resource.

You're having a hard time finding info on this particular engine series because it was only made for 1-2 years, and they don't have much collector value. When looking for parts, most should be found by looking for just "briggs 82900". Most places have them listed by the entire series instead of individual models.

Try with filter on. filter will choke off some air flow - a good thing.
Lots of useful info on this thread. I dread working on Briggs stuff at work. Honda is more straightforward for me.
