I emailed a mod about the problem. I was advised to make this thread so that others on here know about the situation that occurred over the past month with another forum member.
In the end I was refunded but I am out 40 bucks still and all the time and energy it took to track down said member. As many know I buy tools and sell them all over the world. I am not the biggest seller but I probably am in the top 10 in buying on this forum. I quit selling in the classifieds for many reasons, not just the new format, but due to sellers not shipping the items in a timely fashion. Ask around, you will see if purchased from me you have it in 3 days or less!
Okay onto the situation that occurred. I sent a pm inquiring about a snap on screwdriver set and a cornwell scraper set from member goodoleboy.
After a couple of pm exchanges I sent him 83 bucks. PP non gift. He sends back a pm stating the ship costs and pp fees were not paid in full and wanted another 2.54 sent. I read his ad, had several friends on here read it and they came to the same conclusion as I did, that it was paid in full. However I pm him and let him know that, and if it not work for him to refund. He refunds the payment that evening. I was surprised but none the less let him know that if he did not sell them my offer of 80 bucks plus 3.00 fees was still a standing and valid offer.
That same evening late at night, I get a pm to re send the funds and he would send the tools. So I send the funds a second time. Over 2 weeks go by without even a message about anything. No email. No PM. No phone call.
I began to wonder if I am getting scammed here. I finally track him down by phone. I leave a message for him at his home. Almost a week goes by no return call. I finally call again after more time. He states that he promises to ship the tools, and he will toss in either 5 bucks or some MAC TOOLS screwdrivers for the inconvenience for the time. He swears to me on about 7 occasions that he can guarantee to ship the tools by Tuesday.
I tell him I am waiting on these for a client, and that it is very important to get them to me.
Well a week goes by. Mail from him to me takes 2 days max! Nothing, no emails no calls, no pm's. So I am trying to contact him again.
Out of the blue I get a pp refund for the 83 bucks. But I had to have a cornwell truck deliver a set of scrapers that I paid full price for to the client's shop instead of the set for less money that I did in fact buy from goodoleboy.
So, I got my 83 bucks back, but it cost me 40 bucks in the end to deal with this clown. This is a direct copy and paste of his mis spelled message regarding the pp refund>>>

I am not a bank! I do not make loans for the month! I paid for the tools, twice I might add, and you failed to ship them at all let alone in a timely matter. I told you I would warn people about this transaction and so I am.
If you deal with him (goodoleboy) just keep this all in mind.
