I was wondering what I would need to make a clean cut in braided steel cable, maybe up to 1/4 inch. I looked at Lowes and couldn't find anything...
Oh, and I'm needing to cut stainless steel cable. Does that change what cutters I need to buy?
How about using a cutoff wheel?

Their common one is for copper not for steel braid. They do make one for steel braid but it is buried in their catalog near the back and looks uber expensive.

We used these guillotine cutters you drove with a sledge hammer when I was logging. They cut different sizes. The blades are replaceable. If you hit it hard enough there was very little fraying of the wires. Great for out in the bush where there was no electricity.
To prevent the end from splaying out you would put a whipping on the ends before cutting which was a tight wrap of light tie wire you wound 10 or 15 times around the cable and twisted the ends together so it was on real tight. There are a number of different methods used to tie whippings of different styles.
