Can I run my wire here

My stem walls are 30" above the floor ,I mounted my recepticle boxes 8" from the bottom of the box to the top of the 2x4 sill plate, which puts them at 39" to the bottom of the box. I did this so I can put shelves above the plugs. I'm going to drill the holes for the wire about half way from the box to the sill about 4" from each. Do I still put a staple between the hole and the box? I'm thinking yes. I'm running it below the box because of where they are on the side with windows. The side with the windows will have shelves between the windows. Under the windows will have nothing in front of them.

off topic but in my area its not code to install a receptical box under a window even if its GFCI protected.

I've never ran into that problem here in the US.

What?We all have our own silly local interpretations,that's one of the dumbest yet,I would love to hear the misguided rationale behind that one.Nothing in the CEC about that,but as usual,Quebec,as a self imagined foreign entity,does have its own rules that are different from the rest of Canada.

you are fine to run the wire there, you should have a staple there for 100% compliance, but really, alot of romex jockey's wouldn't do it.

If you watch much Holmes you'll know that he finds leaky windows quite often.
That said, we see outlets under windows all the time here, looking at one right now.

I think that is more of a preference thing, at least in the US.
People put them at those heights so they can lean 4x8 sheets against the wall and still use the receptacle.

he said his frost walls are 30" already. but yes, if the bottom plate was on grade, they would have to be 18" off.
