Buy fasteners that already have the safety-wire holes in them.
Because do you really want to try and drill through hardened bolt heads with a pretty small diameter drill bit?
You're not really going to do that by hand. You'll take each fastener off, clamp and position it in a mill or a decent drill press (which means you'll need that mill or drill press AND some decent mill/drill machinist's vise as well as the drill bits), drill the small diameter holes, clean and deburr those small diameter holes, and then reinstall the fasteners.

And do you need to have safety wire? Or can you use Loc-Tite type thread locker compounds?
