Did a search for a thread dedicated to Carter carburetor tools, but didn't see one.
These tool sets are from the 30'-50's and belonged to my grandfather who owned a tune-up shop back in the day. I believe the box in the top of photo two is a "Junior Technician" set and the box on the right side of same photo is a "Master Technician" set. I'm not sure about the bottom box in that photo but it looks very similar to the other Carter boxes (there are no markings on it). My grandfather worked on many other carburetors, so not everything in these boxes are for Carter. There are a few items that are stamped Rochester and I'm sure there are items for other carburetors built during the 60's-80's. I also have a **** load of spare internal carburetor parts (likely from rebuild kits) that he kept on hand and a large repair and parts manual from Carter from the same era.
