I have been trying to find a drawer liner that is cheap, and effective (aren't we all). I found a roll of "anti-fatigue" floor covering at Sears, it was $18.50 for a 10' x 5' roll. I figured if it was good enough for you to stand on, drive a car over, etc it should be good enough to protect my drawers and keep my tools in place. I don't know if anyone else has tried this, I searched and found a few odd things as drawer liners but not this. It's a little thick about a 1/4 inch, if clearance is an issue in your drawers then I probably wouldn't recommend it. I had good luck with it, so I thought I would share. Plus it has a diamond plate pattern.
