Circuit wiring question

Also, does it matter what buss bar I connect the ground to for this breaker(neutral or ground). My panel seems to have the neutral on the right and the ground on the left, correct? And they seem to be tied together, with neutral and ground from other circuits connecting to both. Is it just a matter of which one is closer?

From what I have read this is ONLY okay for the service panel, but not okay for a sub panel?

If it's a sub panel, yes; if it's a service entrance panel, no.

The idea is to insulate the neutral currents in a 4 wire system and hook everything thaty should be grounded together with a wire back to the service main neutral or ground bar in a service panel.

The neutral and ground bars are bonded ONLY in the main service panel. After that they are to be separated on new installs and for detached structures post 2008 NEC code cycle. Pre 2008 neutral bus was allowed to be bonded to ground.

It's just a switch, not a pull out disconnect. It's rated up to a 60A load and 10HP and is nonfused.

It has a molded case switch installed in it, looks like a circuit breaker but is just a switch.

Nope.

Now I'm not the savy-est when it comes to this, but there is a separate line running from the power pole to the garage, separate meter, separate 200 amp service, and a separate bill from the power company. My deductive reasoning tells me that this is not a sub-panel. Was built in the early 90's.

So I take it that it's safe for me to tie the ground onto either bus bar?

Yes since it's a main panel either bar is fine to use for the ground.

Yes. Both panels are main service panels since they are fed from separate meters.

Thanks guys. Got the circuit wired and everything running without getting buzzed. Was actually a lot easier then I though it would be.
