The posters stating "do not bend to the inspector" are correct, but I am going to throw another vegetable in the pot now....

I think a LOT can be said for the individual financial status of the electrician.... that will weigh on whether they can fight ever inspector issue. A diy'er yes, they can play the game of whether the inspector is right or not.... on their code knowledge. Their livelihood does not depend on the inspection ...

A electrical contractor that employs say.... 50 workers and has a standing reserve capital in their bank of thousands of dollars to cover payroll, if their customers do not pay for failed inspection jobs can contest inspector's. Plus, their company contributes a huge tax base to the municipality they live in.....so yes, that contractor will get cooperation quickly from an inspector's office if warranted.

But for the small electrical contractor that only works himself, or just has five or so employees...they have a lot more at stake. A failed rough in or final inspection means no payment that week from their customer, meaning they may or may not, meet payroll costs.....

This is what I experienced 30 years ago when I started my own little two legged (me) electrical contractor business. ( I only lasted 3 years) My city had a contract with just one electrical inspection company that consisted of the owner and 3 of his junior inspector's. All electrical contractor's/journeyman licensing went through the city official Board of Electricians. So basically, the city official's controlled the inspection company....

If a electrician had the funds to operate without getting his work passed after he failed them, they could fight the inspector. But a contractor like me with minimum cash reserves on hand.... I would just move the wire, add a box, whatever the inspector wanted within reason...and then get my sticker and money from my customer. I did not have the time nor cash...to fight city hall ...

Yes, I was contributing to the corruptness of the inspector, but I had bills to pay at the supply house or I was out business. Yep, not fair to we sparky's in that city back then, but it was a fact of life ....regardless. JMO.
