You might also consider dropping the belt down.
In the highest position, the spindle is turning at ~5000 rpm. That is shaper speed. The faster speeds will amplify the noise and vibration.
I usually keep my belt at the lowest and slowest speed; and that's with a slow speed pulley. Occasionally, I'll go one step higher, but never the top two steps.
