Send the jackass to town for dinner on your $$. While he is gone shut the water off and complete the work. Turn the water back on before he come back, won't know of any changes.

What a weird desire and dilemma. Just make your plan, go talk to the neighbors, give them a range of time it needs to happen in, outline their participation and give them choices of action where the most desirable for you just happens to be in their own best interest as well. And if they still choose to be obnoxious and uncooperative then choose to do the work when they are away and just go switch off their well / pressure, sever and cap the lines, and switch things back on.
And do the severing right at the property line.
And better yet, if they are renters / not their property, then screw all of their petty concerns and deal directly with the property owner and get the job done.

1-1/4 shark bite valve, chop, shove it on, and close. Hopefully this is outside because it makes a mess but it's doable. Or just don't be a jackass and go talk to your neighbor

Just tell the neighbor the well will be down for maintenabce for a short period of time on day X from X-X time.
Cut power to the well, drain the line and install the fittings in a controlled atmosphere rather than inviting chaos with a hot tap.
If the well is your property/responsibility why solicit approval from someone that you know is going to be a problem?
Just do it...
