Cut off grinder no flange nut

I'm wanting to use this blade on my cut off grinder will this be safe to do so without the flange nut it ?

that disc is designed to be used with it's own nut, not the one that comes with the grinder. you're fine
This, although you have to make sure threading matches, since both metric and fractional inch threaded arbors were both sold in the USA.

The grinding disk in your picture looks like its a depressed center disk and the nut should go on the abrasive side of the disk facing away from the angle grinder.

That rock is chipped up near the L in Dewalt. Throw it away. Once you grab a new one you just thread it on as is and use it.
