I am looking for decals of Dale Earnhardt and JR. also of the Chevy Bowtie to epoxy into a garage floor about decals need to be 4 ft. x 4 ft. I have heard that you can't put multi colored decal under a oil base clear coat because the colors will bleeding. I have also heard that if the concrete cracks under the decal that the moisture will cause the decal to bubble.

This is a common application.

A sign maker will have the ability to make your decal.
Ask for the exterior version.

You can apply under or over the coating.
If you put under urethane you will really need to make sure it is down tight.
If not, this can cause bubbles under decal.

A little easier to put under clear epoxy.

The link below shows a Ferrari logo one of our installers shared with us.

As a sign maker for over 20 years both as an employee and shop owner, I'd strongly advise against putting ANYTHING self-adhesive on your floor! No matter how good a coating you put over it, it will only be as strong as it's weakest link, which in this case will be the adhesive on the vinyl------it never dries and therefore will delaminate eventually, probably sooner rather than later! Even 'high-performance' vinyls from top-rated manufacturers aren't made to be walked on and driven on. Just don't do this!! I'm not running an ad on here, just trying to save you a lot of grief!

Although I've never worked with 'Floorpix', it sounds like a much more sensible and durable option. The only other way I'd do something like this would be the 'old-school' sign painters way----he would paint it with a good lead-based (sorry tree-huggers!) sign paint like One Shot.

Save the vinyl graphics for banners and truck doors----you WILL regret it if you use it on your floor, no matter how bullet-proof the top coating is.
