This is a Campbell Hausfeld TF000021P pump.
Unscrew the pressure relief valve on the cylinder head on the low pressure cylinder. Put in a gauge and run the pump. If it goes to about 30-40 psi while running and does not follow tank pressure above that, the valve plate is good. If it is jerky and goes back to zero between crank rotations, the LP valves are leaking. If it follow tank pressure past 40psi or so, the HP valves are leaking. If the valves are good and it isn't knocking, it is a pretty good compressor pump for a home user. I'm not sure if you can still find parts for it. Master tool repair might still have something.
