Driveway paver choices

I do not know much about pavers and substructure, but I have seen a concrete base with edges poured and pavers laid on a layer of sand. I would think the problem with this setup would be drainage, no place for the water to drain.

I have it both ways. Part of my driveway was laid on a concrete base. So far I can't see any difference.
