Yeah, here is the deal on Herbrand:

Herbrand in the 60's and earlier was all USA made. In the 70's, Triangle bought them but they were STILL made in the USA at the old factory. They just put a little triangle symbol on them but did NOT put US on them. Back in the day, I guess they just assumed everyone knew they were made in the USA still and did not bother with the US label. OR, they also later made Herbrand in Canada and much much much later sourced from overseas, so maybe they just left the COO out of their stamping dies so it could be used in Canada later too without any change. I do have a few of these Herbrand breakers as well as a bunch of Herbrand sockets, all with just that triangle symbol, and they are very clearly not foreign junk of the time (which would have been Japan back then anyways). I would say they are about the same as Craftsman US of the 70's era (which would have been V era or = V = eras and pretty darned good). I wouldn't say same as Snap-On quality or Wright or Proto of those eras. Maybe same as SK. So good stuff and worth the money. Note there were some Canada sourced triangle Herbrand also but from the late 70's and 80's. I would say those were equal to the US sourced for quality and not something to worry about. - Paul

I am not affiliated to the seller. According to the seller "like new condition" but check out the pictures.

If these are the same I have (and I think they are), then these are fully serviceable. You can open the ratchet mechanism with just a screwdriver. After changing the grease, they should be very smooth. In the worst case, you can find a repair kit easily on the Internet.

I've had one of these for years. Ratchet mechanism is great, but the rubber handle deteriorates leaving a gummy, sticky residue on the handle. A little brake clean takes care of it. Frequent use probably eliminates it altogether. FYI. YMMV. AFL, CIO, ABCDEFG.

I am not an Ebay seller.

On the Herbrand:
Originally all US-made in Fremont, Ohio until some time during the 1960's (1970's?) when they were acquired by Triangle Corporation and manufacturing was moved to a plant in Orangeburg, South Carolina (along with Bonney and a couple other tool makers of the day.)
Subsequently manufacturing was moved to Montreal, Canada.
The timelines are not clearly established. As near as I have been able to figure out from online comments on different forums, the Montreal plant ran until about 2003.
GarageJournal.com member twertsy says Herbrand (in the Triangle Days) was outsourcing some stuff from Asia. Whether or not that's substantiated elsewhere I do not know. NOT everything was marked with COO. Some of the Canadian production stuff is marked "made in Canada".

The best deal on the 23006 Herbrand 1/4" breakers is this one. (what the hell are you going to do with five of them?)

The matching ratchets, extensions, wobblies, and spinners - you guys are on your own on those.
The breakers are some of the beefiest 1/4" breakers I've ever seen. Bigger around than the 40953 S-K.
The sockets are fairly thick-walled. Take a look at the photos. They are nicely finished and seem to be fairly well made. But what do I know? They could be Taiwan made, for all I know - only thing on them is size, part number and the little Triangle logo.
Maybe one day somebody will actually be able to figure that one out.

Thanks for the added info 4C, I never have actually seen the "Made in Canada" on any Herbrand I have, so perhaps all the Canada was labelled after all. The 1/4 breakers are fine and certainly not Taiwan sourced. Taiwan in the 70's made alot of junk and not many of these kind of tools. I say those are US for sure, as are the sockets I have, all just with the little triangle symbol on them. I like my Herbrand alot. - Paul

^ I don't believe the breakers are offshore stuff. The sockets just don't have the same look or feel to them as the Taiwan/Japan made stuff I sold in the 70's and 80's - who knows? It's not S-K or Indestro. But for $6 bucks for a complete set, what do you want?
There is (or was) a mess of Herbrand listed on Ebay where the "made in Canada" stamp is clearly visible, so at least part of the production was marked.

As far as the 3/8 ratchets, haven't had a chance to try them all yet. I always loved my Craftsman (Taiwan) tri-wings, but the Wright and Proto pear-head feel the smoothest. The Wilde feels pretty stiff, may need some oil.

My 1/4" set is skimpy. The KAL is really nice. It's 1/2" shorter than the rest. Blackhawk feels the smoothest.

Yeah Spin, you gotta put some oil in each of these rachets and use them! Then write back your thoughts. You have a rare collection of some great rachets there! I really like Wright, Kal, Proto, Indestro, Blackhawk, and SK rachets but for different reasons. Be good to see your thoughts on these once you put them to work!

^ I don't believe the breakers are offshore stuff. The sockets just don't have the same look or feel to them as the Taiwan/Japan made stuff I sold in the 70's and 80's - who knows? It's not S-K or Indestro. But for $6 bucks for a complete set, what do you want?
There is (or was) a mess of Herbrand listed on Ebay where the "made in Canada" stamp is clearly visible, so at least part of the production was marked.

Sockets with the little triangle I think are all US made too, but when their quality was perhaps not as good as earlier in the 60's. Still good stuff, like I said about same as Craftsman US from the era. I have just a few things of Herbrand from the classic 60's era but like them alot. Want to find some more of those for sure. I'm liking more and more old Indestro I find too. Surprised by how good their rachets were once I got one and their wrenches are really something special as you've said 4C. I had just some Indestro sockets in the past. Now SK, I have a ton of and love to death all of it. Just a bit of Wright. Quite a bit of Proto. I don't really need to buy any more hand tools now - have enough really except for a few fill in things here and there for sets. - Paul

^^^I'm done in the Hand Tools section too. I just purchased socket organizers from Harbor Freight and realized I had "incomplete" socket sets. I just completed them with all Proto sockets. For some reason, my heart desires Proto over SK and Wright as far as sockets go. Both quality and price come to mind.

Can you believe it? My Craftsman Industrial 1/2" Shallow Socket set (I ordered a 1/2" socket set from Craftsman Industrial (G2), specifically for 6-point) did not include a 16mm socket! 9mm-18mm

My Metric sets are favorably complete. I still have a mixed bag of SAE sockets, but will definitely suffice for now.

Had to order VIM Triple Square Sockets as well. I have a whole draw just for the specialty sockets -- yuck

My go to ratchet is still SK.
