A panel change around me in most places that aren't under state permitting starts at around $8K for a single story ranch with an unfinished basement due to all of the extras they want. We have a ton of FPE and Zinsco panels because people can't afford to get rid of them.

***** for sure. I swapped out the FPE panel in the garage under the radar but the house is a little more complicated since I can't pull the meter. It's too bad there aren't grants available for safety stuff like getting rid of known bad components. Until then, those of us who can't afford to rewire the whole house are stuck with hoping nothing bad happens that would rely on it.
I guess the alternative would be to swap out the old FPE breakers with new replacements that are supposed to fix the design flaws but you still have the old box and its potential issues.
