Oh but, Charles.... the ground is a conductor. It is referred to as a grounded conductor.
Edit: I should add that the second number is the number of insulated conductors.
While EGCs ARE conductors, they arent called grounded conductors. That term is reserved for neutrals which are grounded conductors and hot conductors are called 'ungrounded conductors'!
