I called Rustoleum on this and their answer was...if it's more than 24 hours since the first coat, the surface needs to be "scuffed" to form a mechanical bond with the second coat. The best bet is to call the manufacturer of your product.

My first coat had a lot a air bubbles that hardened. So I waited a few days
and rented a floor sander and sanded the floor with 20 grit. Then I applied a second coat of Epoxy-Coat. Everything worked out ok

OK, thanks. I was hoping it could be done with just sanding. Did it remove alot of the first coat or just scratch it up so the second could adhere? I assume then you just swept out the dust. Did you wash at all with water?

The sanding smoothed down the bubbles, scratched and dulled the finish, but didnt grind through the epoxy. I just vacuumed and swept the dust - no wash.
