Epoxy installers in SF Bay Area?

So… I had a contractor work on my garage. Three car, ~700 sqft. They did a great job on the drywall, painting, and a sink install.

The floor is another matter. I was thinking porcelain tile but they convinced me to go epoxy. They laid down Rustoleum and it looks pretty bad. The gloss is really patchy - many spots are dull, and some are downright rough. It's not smooth anywhere. I expect an orange peel kind of texture, but there are clearly tool marks on a large section of the floor. The chips themselves are mostly above the level of the paint as well. They seem embedded in, but if you run your hand sideways you can easily feel the sharp edges on the chips.

1) Should I have expected something better for the install? I was expecting a relatively smooth floor.
2) Several vendors (and my own research) have said that I can't lay tile down on top of this, even if I scarify it, and that I'll have to grind it off completely.
3) Since that's not simple to do (I don't have the time to rent a grinder myself, which is why I had a contractor come out in the first place)… would it be possible to just lay down another coat of epoxy?
4) If so, does anyone have any recommended installers in the SF Bay Area, specifically South San Jose? The contractor I worked with was clearly great at normal contracting work (the drywall really does look amazing) but they don't seem to have any experience with garage work.

A good installer will have the means to remove the former coating.
They should lay a primer, base coat, chips if requested and a clear coat (preferably urethane), optional non-skid in the clear.

You are in the Clean Air District, so if they use a urethane clear it will likely be low or no VOC. This is fine if the tech data indicates a decent resistance to solvents. O VOC urethane products have come a long way but not everyone has them yet.
