sounds like its time to have a chat with the city council
Nah, there are three actual electrical inspectors and they have all worked in the field and are cool. I've never had, nor heard of, any "because I said so" **** from them. The only trouble I've ever had on an inspection was my own fault for not paying attention in code update class. At the time, I'd never heard of a WR receptacle, but a couple of pictures sent to his phone later, it was passed.

I did hear someone at the supply house complaining about failing an inspection for running SE cable outside, but the amendments have stated all service entrance conductors are to be in metal conduit for years. And the requirements for changing a panel are so bad that I won't do them.

I thought that there was some rationale about limiting nmb in conduit due to heat dissipation concerns.

Isn't this relevant?

Article 334.15 Exposed Work

NM-B cannot be run in conduit for more than 10 feet
if the conduit run starts at a cabinet, cutout box, or meter socket enclosure (including breaker panels).
