When those type of cable operated hose clamp pliers first appeared, they were all made in France regardless of whose name was on it. Then came Taiwanese versions and now China, People Republic of versions are on the market. It's hard to judge quality from an online stock photo. Differences I've seen include: cable thickness, the quality of the barbs or balls on each end of the cable, the size and strength of the sliding ears that actually contact the hose clamp, and the length of the cable itself.
One other area is the latch. Many only have a single hook. That means that it's your fingers controlling the tension on the clamp if you want it anything other than fully open. I prefer the pliers that have a sawtooth latch that allows for more adjustment of the clamp.
As others have pointed out, when using these pliers never have anything between the clamp and the hose. If the pliers slips or fail, a full size hose clamp can separate the flesh on your fingertips from the rest of your hand before you know it happened.
