Floor Joists, is this normal?

Looks like you have enough room to double up the rim joist and another 2x4 treated sill plate and nail everything together. That might be easier than doubling up or sandwiching every joist. Even just using 3' pieces of lumber for the extra rim joist would be easier to install than long pieces. Just nail them to the existing rim joist.

He's ripping out the subfloor which should make access easier. Maybe, but you're presuming what a competent builder would have done, and we know a competent builder didn't put those joists in.

I thought I was presuming what gravity would have done.
