I understand that fluorescent lighting is best for general lighting in garage workshops. But, in winter they take a long time to light up and flicker. Also, how do you dispose of them safely?

I have purchased 4' florescent lights from Menards designed for colder weather at a cost of only a couple of dollars extra. They worked great. Otherwise the regular ones are just dimmer until the lights/shop heat up.

Your local city or county municipalty should provide a disposal for the bulb. Usually at a minimal cost, sometimes for free. Menards takes the little twist in bulbs for free. You could start by asking your electric provider.

Electronic ballasts are not what you might have experienced with older t12 fixtures.
Disposal is typically just a trip to a recycling center.

I put 4 six bulb 4' T5s in my shop. They come on pretty much instantly. I don't notice any noise or flickering.
