Garage Door Opens fully with wall switch only

I have a an Overhead door Legacy model chain drive opener made in 1998. It's worked well until this month or last month. The door is 16x7 in 4 sections. I weighed it once using a bathroom scale or 2 at 220 lbs. I had springs replaced once & did one or 2 myself later on. If I hold the wall switch it will fully open, but that doesn't work for closing.

I have reset the push button limits and adjusted the fine tune limit switches. Force settings are maxed out. The manual recommended a 14" J-bar length. It was at 12", but 14 has not solved the problems. The bracket is tight at the header.

I had to replace the header pully, due to running the carriage into it. There was a broken 5/16" bolt at the header bracket to T-rail joint. Not now. The manual says to adjust the chain to a 1/2" above the T-Bar. (Rail). Should that be to the top or bottom of the chain? Should I measure to the top or bottom of T- bar's thickness? I'm sure I'm over thinking this. A drawing would have been nice. I guess a 1/2" of clerance is what they mean? I have it set so the Top of the chain is 1/2" above the closet part of the t-bar. T-bar is about 1/8" thick. Chain is about 1/4" from top to bottom. The beam sensors are aligned and indicating they are "normal". Steady lights. I checked the hinges and have some striped threads in the door & at least 2 rusted and broke of self tapping 1/4-20 bolts or screws. Before I go buy new hinge fasteners or a new opener are there other things to do or check? The tracks look aligned and with tight fasteners. The roller Brackets are tight. Springs seem good, as I can open it with 1 arm and it will stay open at about 30". I don't want a smart opener. I have enough remotes for my dumb one. Can I run a smart one in dumb mode? I don't need a smart one hacked.

What is the exact model of the opener? There are multiple Legacy models.

Does the opener run as expected if the door is manually disconnected?

It is 1/2 HP 696CD/B. It runs as expected when disconnected from the door.

I should add that while using a remote and setting the open limit it would go about 2/3's open then stop. Thus the open limit may be set there. I plan to ask a neighbor to hold the wall button while I hold the limit set push button & see if that helps

I'd be working on that part of the problem. The thing should run back and forth all day long without the door attached.
Grab one of your remotes and get on a ladder.
There is no reason to hold the manual button if the opener is adjusted and working properly. Holding the button is just over riding a problem. You should be able to diagnose without the neighbor on button duty.
If the trolley moves fine when empty then start digging on what is hanging with the door attached.

I'd also do the broken hinge fasteners in the near future. Once those start breaking things go downhill. Floppy doors are not good. It's a whole lot less work to replace a few fasteners before the rest start tearing out of the panels.

Hallelujah !!! It's Working !!!!. Opened & closed perfectly 4 times in a row. All I needed to do was Lube it ! Happy, Happy, Joy, Joy !!!
I bought a can of 3 in 1 Garage Door lube, plus some hinge fasteners. So I lubed it first. Springs, 1 pully (**** in the way of 2nd one) hinges and rollers for good measure but they are probably sealed type. No more getting in & out of the car to do the door with the rib I broke 7/20. Yeah !!! The Skies are joining the celebratiion with "Heat Lightning"

I'll save replacing hinge bolts that won't snug up till the rb is less PIA , if I can.

Last question. If I wanted to move a hinge an inch or 2 sideways so fasteners will get a fresh bite, would that be ok? Knowing me I just may leave well enough alone.😀😂🤣😅😃🤩😛😝🤪😁😄😃
