Depends ‐ are you going to park a car with a 220 degree engine block cooling off inside it? Insulation might keep some heat in...

Not enough information provided. We don't know if the garage is attached, detached, climate controlled or not, insulated walls or not, size, location, roof system, insulated doors or not and so on. Your question is too vague.

That said, I will take a stab and tell you that whatever scenario you are planning, R13 is inadequate for a ceiling.

Yes it will. You need to make sure you have a ventilation gap between the insulation and the underside of the roof. You also want plenty of vents at the bottom and top of the roof. This will cause a natural draft above the insulation and save your roofing material from the build-up of heat. Done properly and you will notice a huge difference.

For me it works both ways
In winter it is 15 to 20* F warmer than ambient.
In the summer it can be cooler that outside and with that said I have a storage space above and a walk up to it and it has a exterior door that we keep open all summer which creates a a natural draft ( It's a lot hotter up there)

.One wall is adjacent to the breeze way, all 4 walls are insulated with r13faced and sheet rocked, ceiling has R30
Garage is not heated
