2 car garage lighting. The first thing to consider is ceiling height (which you have not provided).
The lower the ceiling, the more lighting fixtures with fewer lamps should be used. You want to having the lighting sources spread out, to minimize the potential for lighting to come from sources behind where you will be standing or sitting, and to minimize the amount of light that might be blocked by tall things (e.g. SUVs and trucks) in the garage. The taller the ceiling the more opportunity for light to be dispersed and reflected. Pay attention to the reflectors used in fixtures, as these focus light, reducing dispersion. Bare tubes without reflectors maximize dispersion, but may lose light to lighting areas which you don't need or want to light (e.g. ceiling).
The work areas also need to be considered. You want your work areas lit from above to minimize the potential for working in shadows.
If you want light while the garage door is open (for example working on a nice summer evening), you'll need to factor this into your lighting plan too.
