Yes, but the rated output is 3.8kw. The duty cycle at 190a will be much smaller than the 30% it's rated for - ie, you'll probably only see 15% duty cycle. If you really are welding 190a with this on a regular basis, this is where the "peak power" of the generator comes in to play - it can handle that load for a similar smaller duty cycle just as the welder can.
The 190 gives 190 amps at ~19 volts...that gets you 3.8kw. A welder is only so efficient... but 5.8kw vs 3.8kw would get you a 65% efficiency where I think it's much closer to 75%. Again, these are just peak ratings.
