My comments were geared to my experience at two small, primarily GA airports. One enforced the non-aviation thing, but the wait-list was absolutely who you knew, not when you signed up.
The other didn't enforce the non-aviation thing, so the net effect was some really nice planes were sitting on the ramp while some perfectly good hangars were basically storage units. Was frustrating.
Edit to add: at airport with good enforcement, but a wait list, I asked about building more hangars (I'm in large scale commercial/industrial construction...t hangars are like weekend projects) and was told "demand doesn't justify it" while same manager said wait for a hangar could be 3-5 years.
Like I say...GA is dying for a number of reasons.
