I would like to use QO breakers, this will be in a commercial building. It is going next to this so, I would like a quality piece.

Call your local Square D distributor, heck you might be able to price it on Grainger, but they make a "bolt on" QO breaker as well. Remember, with Sq D if you want nice, you're going to pay for it.
There is a difference between loadcenters(residential) and panels(everything else). When you buy a panel, you're buying a can, guts, and a trim seperately. A loadcenter has all that combined.
So if you're truly interested in buying a "commercial" panel, you're best bet would be a local distributor who can put together a complete package of all the components which will ensure they fit together properly. These packages will come with a full panel of breakers, so your supplier should ask you what type and how many you like. For instance, twenty single pole 20's, five 2 pole 40's, etc. They usually throw in breakers in for practically nothing when you buy a panelboard package, but if you try and buy them a few at a time later they will hammer you on price!
That is one reason we choose not to use Sq D, individual breaker prices are often ridiculous for commercial panels when we go to add a circuit. We'll sometimes buy a whole panel with breakers just to steal the breakers out of it, it's cheaper!?!?
