Hillside drainage concerns

Just finished a new garage built beside a hill. The footer was excavated right at the foot of the hill. It has a three block foundation and the footer extends about a foot beyond the garage wall toward the hill. So I'm wondering what we might need to do to prevent problems from drainage runoff from the hill while the footer is still uncovered. The pitched roof will also drop water in the same location. Should we use the excavated dirt to build a berm higher on the hill to deflect? Add a drainage pipe on top of the footer to go around the garage? Or just backfill on the footer with pea gravel? Other ideas?

Gravel and draintile for sure, a berm would be good added protection especially if you need to get rid of dirt.

Without seeing the area its tough to make a specific recommendation but yes you should put in a footing drain at a minimum. Depending on the amount of runoff from the hill side you might want to grade away from the building to create a "V" essentially and put in a few yard drains to collect the runoff before it makes it to the building. This is assuming you have a place to daylight the piping of course.

I have some foundation tar I could add to the lower blocks. Good idea? And I also have some heavy rubber material (rubbing roofing or pond liner). Any way to use that to help?

You need to dig a ditch about 2-3' deep and lay in drainage pipe. I prefer the solid kind with holes. Cover the pipe with a "sock". Make sure you have enough pitch for the water to run to daylight.

Cover with 3/4" gravel. Tar/rubber membrane are NOT going to help.

The hillside will want to eventually cover this are over. It can push your block wall off of its foundation once that hill starts moving.
