If you want to coat it the paint will need to be ground off. If grinding isn't of interest then you'll need to cover it with floating floor like snap down tiles or a laminate.

Workbench? Yes! I can repurpose it for that in my daughters art studio upstairs.That is not a bar, it's a workbench! The flooring suggestions will depend on the work your intending to do. Woodshop, metalshop, or arts and crafts. Me I'd just paint it grey and go with it.
