How should I do my drain???

Local code here does NOT allow a drain in the garage to be hooked up to the sewer. I can understand that. But they also do not allow a drain to be installed to the yard as run off either. If I put any drain holes thru the wall, it must be filled with concrete before it will pass final.
So my plan is to install a few drains and drain them to a sump pump basin. Then after the final, I'll punch a hole thru the wall and drop in a sump pump. This is only for washing cars and snow meltoff. A contained system the way I see it.
Any thoughts on this...

Out into the yard. This is what I wanted to plumb for, but won't pass final. So I figure I would just have it drain to the sump pit and it looks like a contained drain. Weeks after the final is when I'll punch the hole thru the wall. Like I said, only for washing cars in the winter and snow melt.

So the waste water is the same, just I'm in the garage where it's warm.

It can run to the sewer, but it must have a gas & oil seperator. Which is alot of $$$. They even check to make sure the gutters are not hooked up to the sewer.

The thing is, it doesn't take very much oil or gasoline at all to contaminate the earth and groundwater, so trying to get around using a separator or trap isn't a very safe idea... Besides the environmental reasons, the local government and/or the epa can inflict some pretty steep fines if they find out about such a system.
