How to extract a drill bit stuck inside a pipe?

how about if you weld a sleeve on to the chuck long enough that you can double wrench it and the original shaft .
tighten onto the drill bit and remove .

You mentioned anodizing. Are the bars aluminum? I was surfing aVe on YouTube a while ago and he dissolved a bolt from a chunk of aluminum with water and alum. Don't know if it applies here, but it might be worth a watch.

I looked around the shop and didn't have the right size pipe to weld onto the chuck so I ended up using the epoxy in a small diameter tube idea. Worked like a charm!

1/2" pipe with a 1/16 wall. Cleaned the inside with a wire pipe brush to give the epoxy something to grab onto. Used JB Kwik (4 min set), stuffed it into the pipe and let it begin to solidify enough that it wasn't going to drip out into the bars. Waited 20min, vise gripped the pipe and was able to unscrew it from the handlebars.

The plastic is probably polyethylene as it's cheap and often used as a mandrel in stuff like this to keep the tube from kinking during bending. Poly is also one of the worst plastics to grab a drill with a tapered point and hold it tight. If you plan to try this again, a brad point type drill as used for wood is much less likely to get stuck.
